Hillsborough County, in the greater Tampa area, turned to the firm to assist with the drafting of three ordinances: a land use ordinance concerning sexually oriented businesses, a licensing and regulatory ordinance for sexually oriented businesses, and an ordinance regulating "bikini bars" that serve alcohol. A host of adult businesses, including adult bookstores and bikini bars, challenged the regulations in federal court. Although the case involved competing expert witnesses for both sides, the Middle District of Florida granted summary judgment to the County, upholding all three ordinances. On appeal, the Eleventh Circuit affirmed.
