Effingham County, which contains the junctions of I-57 and I-70 in rural Illinois, learned that interstate exits have become attractive locations to adult businesses. When a major adult superstore chain sought to open a store in Montrose, a village bisected by I-70, the firm helped the County update its sexually oriented business regulations. The County then sought a permanent injunction against the adult superstore from operating too close to sensitive land uses. The state trial court upheld the County's regulations as constitutional and enjoined the adult superstore from operating at its illegal location.
